Procurement and Logistics Department

The management office of Region Uppsala is part of Region Uppsala, one of the largest employers in Uppsala County. The management office is led by the regional director and consists of approximately one thousand employees. With a governing, supportive, and coordinating role, the management office is tasked with supporting the political leadership and administrations to ensure that the political direction is reflected in the region's various operations. In this way, Region Uppsala can fulfill its role both regionally and nationally.

Our Operations

The Procurement and Logistics Department is responsible for the region's own procurements and, on behalf of the Supply Management Committee, conducts procurements and supplies five regions with consumables. The total purchases amount to approximately 10 billion SEK per year. We also collaborate with other regions within the Healthcare Region of Central Sweden in joint procurements. The Procurement and Logistics Department is organizationally placed in the Management Office.

The Procurement and Logistics Department currently consists of about fifty employees, of which about twenty are procurement officers and the rest are purchasers, logisticians, and various specialist and support functions. The department is organized into units: the Procurement Unit for real estate, goods and services, the Procurement Unit for medical technology and pharmaceuticals, the Logistics Unit, the Business Development Unit, and the Procurement Unit for supply management. We currently have a well-functioning operation but also see that we, like other large organizations, can streamline our work, and the ambition is to develop the operations in the coming years.

Your Mission

In the role of unit manager for the procurement officers in the Supply Management assignment, you are expected to support employees in their daily work and guide them in the continued development of category-driven working methods. You have full personnel, budget, and operational responsibility, and you drive development through a coaching and inclusive leadership style.

Together with your 4 unit manager colleagues and the department head, you are also part of a management group where you collectively shape the work for a common operational development, structure, and quality within the unit.

As a unit manager, you are expected to actively participate in strategic procurements for Supply Management to develop the procurement and purchasing operations together with your 12 employees in the unit. You actively participate in marketing the Supply Management's offerings to the collaborating regions to help them achieve lower purchasing costs while maintaining quality. You support our international procurement in your group through a coaching approach and active participation in international contacts and supplier visits.

Your Qualifications

Requirements

  • University degree in economics or engineering
  • At least 5 years of experience as a procurement officer in the public sector.
  • Completed and documented management training.
  • Previous leadership/management experience with personnel, budget, and work environment responsibility.
  • Very good Swedish and English in speech and writing, as well as one of the following languages: German, French, Spanish, or Italian.
  • Experience with category-driven working methods in procurement.
  • Experience with both goods and service procurements.
  • Experience in selling services or products between companies or to public organizations.
  • Experience in leading small and large procurement projects as well as nationally coordinated procurements.

Desirable

  • Experience in logistics/transport procurements

We expect you to have excellent leadership skills and previous leadership or management experience. As a person, you find it easy to create and develop good relationships. You are creative, analytical, and a good listener.
